Changing .webm to .wav in a filename does not change the container or decode its audio. A real conversion is needed for software that expects a WAV file.

What to check in the downloaded WAV
The saved file should identify its audio as 16-bit PCM, with a .wav extension. Check the beginning, end, duration, sample rate, and channels. A WebM containing video should yield an audio-only file; the absence of a picture in the WAV is expected.
There is no track selector, channel mixer, or option to download every audio track separately. If the source contains several tracks, verify that the resulting audio is the one you need. For a particular language or isolated track, prepare a source containing that audio before converting.

Does a WAV copy improve the sound?

Why file size may increase or decrease
For uncompressed PCM, audio bytes are approximately sample rate × channels × bytes per sample × seconds. At 16-bit, each sample uses two bytes. A three-minute, 48kHz stereo recording contains about 34.56MB of PCM audio; at the same rate and duration, mono contains about 17.28MB.
These calculations use decimal megabytes and exclude file headers. They are examples, not measured conversion results or selectable output settings. Actual size depends on the audio parameters and duration of your file.
An audio-only WebM will often be smaller than its uncompressed WAV copy. A WebM with substantial video data can instead produce a smaller WAV because the picture is removed. Neither a fixed reduction percentage nor a guaranteed increase applies to every source. The full original file must satisfy the 200MB upload limit first.
